3-ply corrugated box has two liners with one fluted layer between them. It suits light goods up to about 10 kg and short domestic journeys, and is the most economical corrugated construction available.

When to use 3 ply
3-ply is a single-wall construction: liner, flute, liner. It gives adequate protection for light contents that are not themselves fragile, and its low weight helps on courier consignments priced by volumetric weight.
It is the wrong choice for stacking. Compression strength is low, so a 3-ply carton at the bottom of a tall pallet will crush — which is how most 3-ply failures actually happen, not from impact.

As a working rule, about 10 kg for domestic transit — less if the box is large or will be stacked. The limit is usually stacking strength rather than the weight of the contents.
Is a 3-ply box suitable for courier shipments?
For light, non-fragile goods on short routes, yes, and its low weight helps with volumetric charges. For anything fragile or above 10 kg, move to 5-ply.
