Also known as: Extended Producer Responsibility, EPR Registration, Plastic Waste EPR
Extended Producer Responsibility makes producers, importers and brand owners legally responsible for collecting and recycling the plastic packaging they place on the Indian market. Registration on the CPCB portal and annual target fulfilment are mandatory.
Under the Plastic Waste Management Rules, obligation follows whoever puts packaging into the market — producers, importers and brand owners. Registration on the CPCB EPR portal is compulsory, and annual returns must be filed against collection targets derived from prior-year volumes.
Plastic packaging is classified into four categories, and the category determines the target. Category I is rigid plastic; Category II is flexible single-layer; Category III is multi-layered; Category IV is compostable plastics. Foam packaging and stretch film normally fall into I and II respectively.
Targets are met by procuring EPR certificates from registered recyclers, and the paperwork trail matters — non-compliance carries environmental compensation charges, and registration status is increasingly checked by large buyers during vendor onboarding.
For most of our customers the practical implications are two: know which category each packaging material falls into, and keep supplier documentation that supports the annual filing. We can supply material composition details for that purpose.

Common questions
Which EPR category does foam packaging fall into?
EPE and other foam packaging is generally Category I (rigid plastic), while stretch film is Category II (flexible single-layer). Confirm classification against your own material composition before filing.
Who is responsible for EPR — us or our packaging supplier?
The obligation sits with whoever places the packaged product on the market: the producer, importer or brand owner. Your packaging supplier can provide material composition details to support your filing, but cannot discharge the obligation for you.
